Why has this event come to Deyang?

Deyang’s Advantages in Manufacturing + Cooperation Package

Why was Dialogue between Made in China 2025 and German Industry 4.0 held in Deyang? According to Lei Xiaoguang, Deputy Director of Deyang Commerce Bureau, the governments of China and Germany issued a joint declaration in 2014 saying that the two countries would promote political cooperation of equal and mutual benefits win-win and sustainable economic and financial cooperation, innovative cooperation that will create a shared future, and cultural and educational cooperation that facilitates communication and mutual learning.  In October 2015, Chinese Premier Li Keqiang and German Chancellor Angela Merkel had a meeting in Beijing where they agreed on continuing to materialize the consensus reached in the previous round of bilateral governmental consultation, build mutual trust, enhance cooperation in all areas, and upgrade the cooperative relationship between the two countries to a new level. Premier Li Keqiang proposed to build a China-Germany industrial cooperation platform and gave the instruction that the platform should be located in Sichuan Province.

  Both the CPC provincial committee and the provincial government of Sichuan attached great importance to this issue and designated Sichuan Provincial Department of Commerce as the leading organization to create a China-Germany industrial cooperation promotion mechanism with the center in Chengdu and supported by the two cities of Deyang and Mianyang. According to such arrangements, Deyang made active efforts and soon developed a plan to promote and facilitate industrial cooperation between the two countries. A dedicated leadership group was established with lower-level units and Secretary of the CPC Deyang Committee and Mayor of Deyang served as group heads. It was then made clear that Deyang Economic Development Zone and Deyang High-tech Industrial Park were designated as the two areas to host relevant projects. Priority was given to a smart manufacturing base and a vocational education base and the cooperation will also involve manufacturing, services, new urbanization, and some other fields.

Deyang has a major cluster of heavy equipment manufacturers that is influential across China and even the world. Currently, it produces over 60% of nuclear power generation equipment, over 40% of hydropower units, over 30% of thermal power generators and turbines, 50% of large steel rolling equipment and large castings and forgings for power plants, and 20% of castings and forging for ships in China. Also, it has been the top manufacturer of power generation equipment in the world and the top oil drill exporter of China for many years.

Actually, Deyang has saw cooperation projects with many German companies long ago and they have been thriving over the years. According to Lei Xiaoguang, Deyang is a sister city of Siegen-Wittgenstein of Germany. And its cooperation with the industrial sector in Germany has a long history, wide coverage, and diverse models. Besides purchasing equipment technology from Germany and providing products, the two sides also cooperate on manufacturing and technology. Over 30 companies in Deyang have established ties with German partners, including Dongfang Turbine, Dongfang Electric Machinery, Erzhong, Honghua, Dongfang Furnace, Guanghan Tiancheng Stainless Steel, Guanghan Saint-Gobain, Zhongjiang Boyi Ceramics, Litong Printing Machinery, Dongfang Ahaifa, Mianzhu Jiannanchun, Siyuan Heavy Industry, Shifang Tomorrow Astronautics, Ito-Sin, Sichuan Glass Fiber, Guanghan Hanzhou Electrics, Mianzhu Xinkun Machinery, and Guanghan Sinozyme Pharmaceuticals. In addition, ongoing cooperation projects with Germany involve the Stainless Steel Industrial Park, industrial technical consulting, creative industry, emergency industry, vocational education, and the Hanover Industrial Exhibition.

In the future, taking the opportunity of building the China-Germany Industrial Innovation Cooperation Platform (Park), Deyang will seek breakthroughs in smart manufacturing and vocational education, take manufacturing, services and new urbanization as the priorities, strive for comprehensive cooperation between German industry 4.0 and Made in China 2025, promote M&A between enterprises and other organizations of the two countries, and pursue capacity, technological, brand, intelligence, and financial cooperation of innovative models, so as to promote the deepened opening up and innovation of the Chengdu-Deyang-Mianyang pilot area for innovative reforms, create and improve a bidirectional innovation cooperation mechanism, and do everything we can to push forward the cooperation between China and Germany.

What is a Biannual Event?

Economic and trade activities will be held every year and alternatively in Deyang and in Germany.

At the event held on April 13, the Deyang Municipal Government will sign an agreement for the biannual event with Delegations of German Industry & Commerce.  What are the specific content of the biannual event?

According to Dong Ming, Deputy Director of Deyang Investment Promotion Bureau, in order to promote the development of the Deyang comprehensive innovation reform pilot area and the integration of Chengdu and Deyang, give full play to Germany’s advantages in industrial manufacturing and Deyang’s strengths of the sound industrial foundation, and promote cooperation between Deyang and Germany in terms of investment in economy and trade and vocational education, it was decided through friendly consultation with the Guangzhou Office of the Delegations of German Industry & Commerce to hold a biannual event for cooperation between Deyang and Germany.

Details of the event are as follows: 1. Organization: Deyang-Germany Cooperation Day will be a biannual event, held each year and alternatively in Deyang and Germany. There will be meetings for cooperation promotion, match-making meetings for companies of the two sides, exhibitions of industrial products of the two sides, and mutual visits. 2. Fields and Direction of Cooperation: Investment in economy and trade, technological cooperation, cultural exchange, vocational education, with priority given to smart manufacturing, aircraft and engine, biological pharmaceuticals, emergency industry, and vocational education.

How to provide talent support to equipment manufacturing?

Brainstorm at China-Germany Vocational Education Cooperation Meeting

On the afternoon of April 13, as part of the Dialogue between Made in China and German Industry 4.0, a meeting for vocational education cooperation between China and Germany was held. At the meeting, educational experts an professionals from both sides had discussions on the prospect of China-Germany cooperation on vocational education and make joint efforts to support a smart, green and service-oriented future of Deyang.

  In recent years, what have vocational education in Deyang contributed to equipment manufacturing? Yin Yan, Director of Deyang Education Bureau has the answer. Deyang is a major base of large and heavy equipment and a national pilot area for higher vocational education, as well as a demonstration area of Sichuan Province for vocational education. We now have two application-oriented universities, six higher vocational college, and 18 secondary vocational and technical schools. These schools have 140,000 students and 40,000 graduates per year. Among the 26 schools, 21 have equipment manufacturing related majors and more than 12,000 graduates per year, nearly 60% of whom are employed by equipment manufacturing companies within the region. Thus, they provide strong support to the development of local equipment manufacturing.

Currently, vocational education is taken as an important part of the comprehensive pilot program of innovation reform, with an aim to cultivate high-caliber talents for smart manufacturing, build Deyang into a leading force for the development of western China, and facilitate the city’s march towards the national and international stages. The strategic deployment of building Deyang into a demonstration city for promoting economic and social development with vocational education has been issued and the following measures will be adopted: First, build the basic capacities of vocational schools so that they can adapt to the new requirements of Made in China 2025 and align with the standard of German industry 4.0, with the priority given to high-level public practical training bases, promote the upgrading of facilities, improve IT development and reinforce the foundation for further development. Second, new models of talent training shall be created with the focus laid on the connection between secondary and tertiary vocational education, joint training by colleges and enterprises, joint evaluation; and pilot programs of modern apprenticeship should be strongly promoted. Third, international communication and cooperation shall be enhanced to introduce advanced concepts and models including the dual system of Germany. International vocational education institutions should be brought in to establish joint venture schools within the region, and full support shall be given to China-Germany Automobile College, Kuka Robotics College and Siemens Smart Manufacturing Center to set up branches in Deyang so as to upgrade vocational education in Deyang. Fourth, education shall be combined properly with the industry and leading and high-end talents shall be shared by the education and the industrial sectors. Efforts shall be made to build parks for education, research and production, as well as incubator parks, and innovation and entrepreneurship centers, so as to enhance the capacity of vocational education to provide support for smart manufacturing.

Why is there an exhibition at the event?

Meetings + Exhibition: Professional and International

  With meetings and exhibition combined, the event centers close around smart manufacturing and advanced manufacturing, and strives professionalism and international standards. On April 14 and 15, there is the China-Germany Smart Manufacturing (Deyang) Exhibition in Deyang International Convention and Exhibition Center in Guanghan.

The exhibition aims at showcasing the advanced products and concepts of advanced smart manufacturing from Germany, and advanced domestic manufactured products from Deyang and Sichuan as a whole, and displaying the nice investment environment, industrial advantages, and cooperation projects of Deyang. There are three exhibition halls, respectively for German smart manufacturing, Chinese smart manufacturing, and Deyang smart manufacturing, with a total exhibition area of 8,000 square meters and a total land area of 10,000 square meters. The hall for German smart manufacturing covers 4,000 square meters and showcases advanced technologies in industrial manufacturing, smart manufacturing, new energy, new materials, industrial robots, Internet security, etc. Main exhibiters are Kuka Robotics, SLM, Hoffman, Siemens, etc. The Chinese smart manufacturing hall covers 2,000 square meters and showcases smart manufacturing, new energy, new materials, artificial intelligence, etc. The Deyang smart manufacturing hall also covers 2,000 square meters and showcases industrial robots, 3D printing, industrial Internet of things, cloud computing, industrial big data, etc. Exhibitors are Erzhong, Dongfang Electric Machinery, Dongfang Turbine, Dongfang Wind Power, Sichuan Honghua Petroleum Equipment, Tiancheng Stainless Steel, Lingfeng Aircraft, Xidanfo Battery and other featured enterprises of Deyang with an aim to fully display the solid foundation of equipment manufacturing in Deyang, the capacity for independent high-end R&D, and the dynamics of emerging industries in the city, as well as the overall conditions of industrial development here. Moreover, There is also an outdoor exhibition area of 2,000 square meters for new energy technologies, mainly to display new-energy cars from Deyang as well other places in China and around the world.

Deyang and Germany in the Future

Cooperation on Industrial Robots

During the 13th Five-year Plan period, Deyang will establish a national demonstration base for innovative development of advanced equipment manufacturing. What are the highlights in the industrial cooperation between Deyang and Germany in the future? According to Deyang Commission of Economy and Information Technology, in the future, cooperation between Deyang and Germany will focus on smart manufacturing, industrial robots, and some other fields. Potential projects include a joint test center with Siemens, a practical training base with Kuka, and building Deyang into a branch venue of the Hanover Industrial Exhibition.

  Currently, efforts are being made to make plan for substituting manpower with robots so as to encourage enterprises to use industrial robots. We are confident that this policy will build the confidence of German investors in Deyang. Also, the two sides will launch capital cooperation in addition to product cooperation projects. Early this year ChemChina completed an M&A case with KraussMaffei, a German giant in rubber and plastic machinery. Bluestar Machinery in Deyang is a subsidiary of ChemChina and may have a chance to reorganize its chemical machinery business and contribute to the transformation and upgrading of the equipment manufacturing industry in Deyang.
